[svn] - revise input_id3_get_string() to take encoding of field into account. - restore title_override options I accidentally dropped. - remove unnecessary code.

getting from libmpgdec <internal> to libmpgdec <release>

1) All the audacious code needs to be moved out of the core library.

2) read/seek callbacks need to be added.

3) interfaces need to be designed
