etc/tutorials/TUTORIAL.he: New file.
etc/tutorials/TUTORIAL.translators: Add TUTORIAL.he.

lisp/language/hebrew.el ("Hebrew"): Add TUTORIAL.he to
language-info-alist. Remove outdated FIXME in a comment.
