(toplevel): Remove redundant <fcntl.h>. Provide definitions for F_OK
and friends only after including both fcntl.h and unistd.h: some
systems define them on unistd.h.

1 This subdirectory contains the lwlib library which provides a uniform

3 This version has changes in the makefile to fit in with Emacs's configure
