Add EMACS_ARG_N([libotf]...), and
EMACS_ARG_N([m17n-flt]. Set back OLD_CPPFLAGS to CPPFLAGS (not
CFLAGS) in XFT checking part. Don't alter C_SWITCH_X_SITE,
CFLAGS, and LIBS in checking of m17n-flt.
