(child_setup_tty) [SIGNALS_VIA_CHARACTERS]:
Set VQUIT and VINTR chars to the standard ones if they are unset.
[AIX]: Don't do that here. And don't force VINTR to standard
when SIGNALS_VIA_CHARACTERS.
