coding-category-iso-7-tight to iso-2022-jp.
(oldjis-newjis-jisroman-ascii): New character unification table.
(standarad-character-unification-table-for-decode): Initialize to
`unification-table' property of `oldjis-newjis-jisroman-ascii'.
