Fix tool-bar and menu-bar toggles in Show/Hide menu to reflect the state of the current frame. * lisp/tool-bar.el (toggle-tool-bar-mode-from-frame): New function. * lisp/menu-bar.el (toggle-menu-bar-mode-from-frame): New function.
