diff configure.in @ 29831:1f33a1633537

Check for fcntl.h. Use AC_FUNC_GETLOADAVG, not simple test for getloadavg and substitute GETLOADAVG_LIBS. Simplify test for GETTIMEOFDAY_ONE_ARGUMENT.
