(keymap_memberp): New function.
(Fset_keymap_parent): Use it.
(fix_submap_inheritance): Use get_keyelt, get_keymap_1 and KEYMAPP.
Use keymap_memberp to avoid creating cycles.
(access_keymap): Use KEYMAPP.
