(IT-character-translations) <hebrew-iso8859-8>:
Replace some of the undefined characters with emulations of bidi
formatting characters and Niqud as per SI 1311-1.
(IT-unicode-translations): Ditto.
(IT-display-table-setup, IT-setup-unicode-display): Fill
characters without translations with dos-unsupported-char-glyph.
