(make_lispy_event): Use #ifdef to test USE_TOOLKIT_SCROLL_BARS. Explicitly clear up_modifier in event->modifiers.

This directory contains the source code for the architecture-dependent
files that go in ../arch-lib.  At present, these are mostly utility
programs used by Emacs.
