Define HAVE_LOCAL_SOCKETS based on HAVE_SYS_UN_H. Remove explicit GNU_LINUX settings for datagram support.

This directory contains the source code for the architecture-dependent
files that go in ../arch-lib.  At present, these are mostly utility
programs used by Emacs.
