(dired-mode-map): Don't remove "Edit" from the menu
bar. Menu items converted to (menu-item format, help strings
added.
[downcase, upcase]: Don't enable on MS-DOS.
[symlink, symlinks]: Don't show if make-symbolic-link is not
bound.
[chown, chgrp]: Don't show on MS-DOS and MS-Windows.
