(tar-data-swapped-p): Test buffer-swapped-with. (tar-write-region-annotate): Remove. (tar-header-block-tokenize): Add argument `coding' and use it instead of tar-file-name-coding-system. (tar-summarize-buffer): Pass tar-file-name-coding-system here.
