Add declare-function compatibility definition.
(mm-decode-content-transfer-encoding)
(mm-encode-content-transfer-encoding)
(message-options-get, message-options-set): Autoload.
(mc-encrypt-generic, gpg-sign-encrypt, gpg-encrypt): Declare as functions.
