Update copyright and maintenance details. Update some package URLs, versions, and maintainers. Remove many references to the Emacs Lisp Archive as it is no longer being updated.

This directory contains the source code for the X11R2 XMenu library.

As of Release 2 of the X Window System, Version 11 from MIT, the XMenu
library no longer supported.  It is not used in any software supplied
by MIT and its use is not encouraged.
