New hook filter-buffer-substring-functions.
* simple.el (with-wrapper-hook): Move.
(buffer-substring-filters): Mark obsolete.
(filter-buffer-substring-functions): New variable.
(buffer-substring-filters): Use it. Remove unused arg `noprops'.
