Reimplement terminal parameters in C; clean up term.c, create terminal.c.
* lisp/termdev.el (terminal-parameter-alist, terminal-parameters, terminal-parameter-p)
(terminal-parameter, set-terminal-parameter, terminal-handle-delete-frame): Remove.
