Invoke kill-emacs on SIGINT on Windows as well.
src/emacs.c (main): Remove !WINDOWSNT conditional.
(Fkill_emacs): Don't mention exemption on MS-Windows.
etc/NEWS: Fix the news entry regarding SIGINT in batch mode.
