(maybe_bootstrap): Do `exit 1'. (all): Don't depend on maybe_bootstrap here. (${SUBDIR}): Depend on it here instead.

This directory contains the source code for the architecture-dependent
files that go in ../arch-lib.  At present, these are mostly utility
programs used by Emacs.
