While running cpp on junk.c, include -DHAVE_UNIDATA in CPPFLAGS if admin/unidata/UnicodeData.txt exists.

This directory contains the source code for the architecture-dependent
files that go in ${archlibdir}.  At present, these are mostly utility
programs used by Emacs.
