Wrap (require 'help-mode) by eval-when-compile. (quail-help-init): New function. (quail-help): Call quail-help-init. (quail-store-decode-map-key): Change it to a function.

This directory contains the source code for the architecture-dependent
files that go in ${archlibdir}.  At present, these are mostly utility
programs used by GNU Emacs.
