Support for ttys with different character locale settings. * lisp/server.el (server-process-filter): Set locale environment variables from client while creating tty frames. * lisp/faces.el (tty-create-frame-with-faces): Call set-locale-environment. * lisp/international/mule-cmds.el (set-display-table-and-terminal-coding-system): Add DISPLAY parameter.
