Expand all viper-cond-compile-for-xemacs-or-emacs calls to a featurep test.
Replace obselete frame-local variables with frame-parameters.

(viper-emacs-state-cursor-color, viper-vi-state-cursor-color): Only
call make-variable-frame-local on XEmacs.
