Make the section "Complex Text Layout support libraries" the first of "ADDITIONAL DISTRIBUTION FILES".

This directory contains the source code for the architecture-dependent
files that go in ${archlibdir}.  At present, these are mostly utility
programs used by GNU Emacs.
