Use `require' rather than autoload for XEmacs's overlays.
(flymake-get-common-file-prefix, flymake-build-relative-filename):
Delete. Use file-relative-name instead.
(flymake-get-syntax-check-program-args, flymake-perl-init):
Simplify the resulting code.
