(IT_write_glyphs): Don't use CODING_REQUIRE_ENCODING macro, instead AND with CODING_REQUIRE_ENCODING_MASK.

This directory contains the source code for the architecture-dependent
files that go in ../arch-lib.  At present, these are mostly utility
programs used by Emacs.
