* international/mule.el (sgml-xml-auto-coding-function): Detect and warn if file encoding is not utf-8 and encoding not specified. (xml-find-file-coding-system): New function. * international/mule-conf.el (file-coding-system-alist): Use it.

apparently there was a big discussion on emacs-devel wrt trailing whitespace.
there was a mass-change to remove such from various branches in cvs.  probably
it's a good idea to avoid adding trailing whitespace in new code/docs and in
changes.
