Setup ucs-unicode-to-mule-cjk and ucs-mule-cjk-to-unicode, not utf-8-subst-table and utf-8-subst-rev-table.

This directory contains the source code for the architecture-dependent
files that go in ../arch-lib.  At present, these are mostly utility
programs used by Emacs.
