produced.
(struct ccl_spec): Members decoder and encoder deleted. New
memeber ccl.
(CODING_SPEC_CCL_PROGRAM): New macro.
(ccl_driver): Prototype updated.
(Qccl, Qcclp, Fccl_program_p): Extern them.
(CHECK_CCL_PROGRAM): New macro.
