Use tool-bar-position in menu Options/Show. * menu-bar.el (menu-bar-set-tool-bar-position): customize-set-variable tool-bar-position. Don't modify frame parameters here.

This directory contains the source code for the architecture-dependent
files that go in ${archlibdir}.  At present, these are mostly utility
programs used by GNU Emacs.
