(BYTES_USED): Use uordblks, not arena. (bytes_used_when_reconsidered): New variable. (emacs_blocked_free): Set that.

This directory contains the source code for the architecture-dependent
files that go in ${archlibdir}.  At present, these are mostly utility
programs used by Emacs.
