(tibetan-precomposition-rule-alist): Move punctuations to tibetan-punctuation-transcription-alist and tibetan-obsolete-glyphs. (tibetan-punctuation-transcription-alist): New variable. (tibetan-obsolete-glyphs): New variable. (tibetan-regexp): Improve the initialization code.
