(ispell-check-version): Set ispell-aspell-supports-utf8 to t for
aspell versions >= 0.60.
(ispell-valid-dictionary-list): Call ispell-find-aspell-dictionaries
only if ispell-aspell-supports-utf8 is non-nil.
