* files.texi (File Attributes): Move note about MS-DOS from Changing Files to File Attributes. (Create/Delete Dirs): Note that mkdir is an alias for this.

This directory contains the source code for the architecture-dependent
files that go in ${archlibdir}.  At present, these are mostly utility
programs used by GNU Emacs.
