Reorganize NEWS and ONEWS files into NEWS for current major version and NEWS.21, NEWS.20, NEWS.19, NEWS.18, and NEWS.1-17 for older version. Update copyright notices.

This directory contains the source code for the architecture-dependent
files that go in ${archlibdir}.  At present, these are mostly utility
programs used by GNU Emacs.
