(vc-diff): Get proper error message when you run this with no prefix
arg on an empty buffer.
(vc-directory): Better directory format --- replace the user and group IDs
with locking-user (if any).
(vc-finish-logentry, vc-next-comment, vc-previous-comment): Replace
*VC-comment-buffer* with a ring vector.
