Optimize tables. Deal with some non-8859 charsets. (ucs-mule-to-mule-unicode): New. (ucs-unify-8859): Use utf-8-fragment-on-decoding, set up Quail translation. Add custom dependencies. (ucs-insert): Check for null from decode-char.
