(check-declare-scan): Expand .c files relative to src/ directory. (check-declare-verify): Handle .c files (without arg checking).

  There is no need to make change log entries for files such as NEWS,
  MAINTAINERS, and FOR-RELEASE.

The same applies for regenerating files like configure.
