Revert changes adding format args to yes-or-no-p and y-or-n-p.

* src/fns.c (Fyes_or_no_p): Revert 2011-01-07 change, removing ARGS.
* lisp/subr.el (y-or-n-p): Revert 2011-01-07 change, removing ARGS.
