(fundamental-mode-hook): Declare new hook. (fundamental-mode): Run the new dedicated hook, and don't run after-change-major-mode-hooks manually anymore.

This directory contains the source code for the architecture-dependent
files that go in ${archlibdir}.  At present, these are mostly utility
programs used by GNU Emacs.
