Replace emacs-pretest-bug with bug-gnu-emacs mailing list.

* emacs.c (REPORT_EMACS_BUG_PRETEST_ADDRESS): Set it to
bug-gnu-emacs rather than emacs-pretest-bug.

it to bug-gnu-emacs rather than emacs-pretest-bug.
* CONTRIBUTE, NEWS: Use bug-gnu-emacs rather than emacs-pretest-bug
