Expand all ediff-cond-compile-for-xemacs-or-emacs calls to a featurep test.
(ediff-select-lowest-window): Use when rather than if.
(ediff-setup-control-frame): Remove
ediff-cond-compile-for-xemacs-or-emacs, since it is already inside
a (featurep 'xemacs) test.
