Update copyright for years from Emacs 21 to present (mainly adding 2001). (\year): Update to 2007. (\versionyear, \versionemacs): New defs. Separate copyright year from last-update year.

This directory contains the source code for the architecture-dependent
files that go in ${archlibdir}.  At present, these are mostly utility
programs used by GNU Emacs.
