Remove all uses of C_DEBUG_SWITCH and LIBS_DEBUG.

* Makefile.in (LIBES): Remove reference to LIBS_DEBUG.
(LIBS_DEBUG): Remove definition.
* configure.in: Remove all references to C_DEBUG_SWITCH.
