Change help-echo (again). `Entering directory DIR' visits DIR but `Leaving directory DIR' visits parent of DIR.

This directory contains the source code for the architecture-dependent
files that go in ${archlibdir}.  At present, these are mostly utility
programs used by GNU Emacs.
