not USE_TOOLKIT_SCROLL_BARS.

(x_produce_glyphs): Remove unused variable(s).
(x_alloc_nearest_color_for_widget, note_tool_bar_highlight,
x_set_toolkit_scroll_bar_thumb): Ditto.
(x_scroll_bar_create): Move local variable to the
conditionally compiled section of code where it is used.
