(cyrillic-alternativnyj): Remove mime-charset. Use alternativnj charset. (cp866): Remove alias. Define standalone.

This directory contains the source code for the architecture-dependent
files that go in ../arch-lib.  At present, these are mostly utility
programs used by Emacs.
