Add optional support for resetting VC properties.
* lisp/vc-dispatcher.el (vc-resynch-window): Add new optional argument,
call vc-file-clearprops when true.
(vc-resynch-buffer): Add new optional argument, pass it down.
(vc-resynch-buffers-in-directory): Likewise.
