(edebug-outside-current-prefix-arg):
New variable.
(edebug-recursive-edit): Save current-prefix-arg there,
bind it, and set it back at the end.
(edebug-outside-excursion): Restore and update the outside
value of current-prefix-arg.
(edebug-emacs-version-specific): Delete support for Epoch.
